Understanding RtI and the New Standards

Purpose/ Overview

Responsiveness to Instruction (RtI) is a framework for school improvement based on using data to assure all students achieve at high levels. Student success is dependent on the provision of high quality evidence based instruction at Tier 1. This session will provide participants a structured data-based method to analyze core instruction focusing on instruction, curriculum and the environment.

Session Description:

North Carolina Responsiveness to Instruction (NCRtI) is a multi-tiered framework which promotes school improvement through engaging, high quality instruction. NCRtI employs a team approach to guide educational practices, using a problem-solving model based on data, to address student needs and maximize growth for all. The Common Core and RtI share a common goal: increased rigor and success for ALL students. This session will share with participants how these two initiatives can be combined and complement, rather than compete with each other.

Session Objectives:

  • Participants will complete differentiated tasks to develop at minimum a basic understanding of the 3 tier RtI model and to explore more deeply an area of RtI.
Session Objectives
  • Participants will become familiar with RtI as a school improvement model
  • Participants will understand how RtI is directly linked to the NC Teaching Standards and NC Standard Course of Study
  • Participants will practice using a Team Initiated Problem Solving (TIPS) model to analyze Core instruction at Tier 1.
  • Participants will identify components of Home Base that will support problem solving at Tier 1.

Learner Outcomes

After this session, participants will be able to use a Team Initiated Problem Solving model (TIPS) to analyze core instruction for all students.


Participants may chose from either the Secondary or Elementary Choice Boards. All participants are asked to complete the task designated ALL prior to attending the Summer Institute session. Participants will be emailed a link to Today's Meet to discuss and reflect on the content. The remaining three activities on the Choice Boards are optional for further study.
